What does it mean?
C1217 is a Chassis (ABS, traction control, steering) fault code. It indicates: ABS Hydraulic Valve Power Relay Circuit Short to Ground . This is a standardised OBD-II code. The technical definition is the same regardless of the make or model of vehicle, although specific causes and symptoms can vary between vehicles.
Symptoms
- ABS and stability lamps on immediately at key-on and never extinguishing
- No self test noise from the hydraulic unit when the vehicle is started
- Anti lock function absent under hard braking while normal braking is unaffected
- ABS related fuse blowing on some applications
- Code reappears at once after clearing, without driving
Likely causes
- Insulation rubbed off the relay control wire where the harness passes a sharp bracket near the hydraulic unit
- Moisture, salt or brake fluid inside the ABS module connector creating a leakage path to ground
- Internally shorted relay coil dragging the control line down
- Harness crushed under the hydraulic unit mounting or trapped by a fixing during previous repairs
- Rodent damage to the loom in the engine bay
- Failed output stage inside the ABS module that is holding the line at ground
How to fix it
- Inspect and test the ABS fuses, then unplug the ABS module and the relay
- Measure resistance from the relay control circuit to ground with everything unplugged; a low reading points to the harness, not the module
- Trace the harness along the hydraulic unit bracket and inner wing and look for rub marks, crush damage and rodent bites
- Check the module connector for moisture, brake fluid and green corrosion, and dry and clean it thoroughly
- Bench check the relay coil resistance and its insulation to the case
- Repair the shorted section, protect it with new loom, and confirm the short is gone with the meter
- Replace the ABS module last, and only if the harness measures clean and the fault stays
