What does it mean?
C1191 is a Chassis (ABS, traction control, steering) fault code. It indicates: ABS Hydraulic Valve Power Relay Circuit Short to Battery . This is a standardised OBD-II code. The technical definition is the same regardless of the make or model of vehicle, although specific causes and symptoms can vary between vehicles.
Symptoms
- ABS lamp on with the traction and stability control lamps, sometimes with a brake system warning
- ABS is inactive: no pedal pulsing and no wheel speed regulation during an emergency stop
- Humming or buzzing from the ABS hydraulic unit after the key has been removed
- Battery drains overnight or over a few days of standing
- Hydraulic unit warm to the touch after the vehicle has been parked, because the valves stay energised
Likely causes
- Relay contacts welded closed so the valve supply is live all the time
- Chafed insulation letting a permanently powered wire touch the relay control or feedback line
- Water and corrosion in the fuse box bridging a live terminal to the ABS circuit
- Wrong relay fitted or a relay inserted into an adjacent slot during previous work
- Aftermarket accessory, alarm or trailer wiring spliced into the ABS harness
- Loom damaged where it runs past the battery, starter cable or a main junction point
- Internal fault in the ABS module output stage keeping the line pulled high
How to fix it
- Measure parasitic drain with the ignition off and check whether the hydraulic unit stays warm; both symptoms point at a permanently live circuit
- Read the full chassis code list; several short to battery codes at once indicate one shared feed problem
- Remove and bench test the relay for welded contacts, and check that the correct relay is in the correct slot
- Inspect the relay and fuse box for water ingress, salt deposits and carbon tracking between adjacent live terminals
- With the relay out and the ABS module unplugged, measure the control wire for voltage; any reading proves an external feed
- Follow the harness for chafe against live cables and inspect every non-factory connection in the engine bay
- Repair or reroute the damaged wiring, fit a correct relay, and only then consider ABS module repair or coded replacement
